Epoxy resin is what you use on carbon/kevlar. Using a gelcoat would be your best bet since you're using a color carbon/kevlar.

Im not sure of how much heat the gelcoat will take but try it on something metal and stick it in the oven.

Would I use both like epoxy resin as the base and then gelcoat for the top layers to show color ?? And how many layers would be best I plan on making mdf template and then flush cut the carbon on router table I was thinking 1 or 2 mm thick

Correct. Make sure you tint your base coat black. Use at least 3 coats.
