You may be better off swapping door panels with the Expedition of that era, but everything would be different. The switches, the plugs for the switches, the holes wouldn't align, the door handle would probably be out of place. If you can go to a junkyard that has a 08+panel and has a 99-03 truck, you could try it out there, but other than that I really think it wouldn't be worth all the hastle. But if you feel it's worth it, basically, you would have to modify the overall shape of the panel. I'm pretty sure the door handle location is different, the place where you pull the door is different (and I'm not sure about fords, but most cars of late happen to have a screw that holds that portion of the door into the door frame itself), and I wouldn't lknow if the switches are plug and play. I mean you could always mod them but the mounting locations would have to be done as well as where the panel meets the dash. Easier to just get some scrap ones or some from an expy.
