There's no way to tell which will be louder in your car without trying both setups in several different box designs/placements. Maybe the 15 with less cone area will work better in the space? Maybe the 2 12"s will be louder? Who knows? Pick whichever setup you prefer. There is no good way to tell which would be louder. When given the choice of power or cone area, I recommend going for cone area first if you have the space for the larger box. If 2 12s con handle more power by a comfortable margin than a single 15 then you have both the advantage of increased cone area and increased power handling, this can generally speaking works on your favor but a definitive statement can't be made between two particular products unless the differences are ridiculously large. From there it's all in the setup, plan your whole system before buying anything, strong electrical, clean signal, box design etc. will determine if you will get the most of your sub or subs. NEVER try to fit subs in improper airspace or incorrect aiming, like the guys trying to fit a 18" in a regular trunk car.
