if it has larger wheels then it would say you are going slower not faster.. the rpm also goes lower. smaller wheels tend to make it say its going faster than it should.. one way to find out is to spin the wheels a whole turn and see how many times the drive shaft turns.. lets say you mark the tire and spin it. if the drive shaft spins a bit over 4 turns then you have 4.11 if it spins 4 1/2 it has 4.56. if it spins almost 4 turns you have 3.73. keep in mind that the size of wheels will make it be off by a bit

im guessing they changed gearing and wheels. tuned the ecm to that combo and removed the wheels when they sold it.. see if you can get a set of 22's or 24's and see which one corrects the issue

it would be more accurate if he removes wheels and brakes and spins the axles. and the accurate way is be removing the gears and counting the teeth if it has no marking.. if it was chevy he could remove the cover and use a flashlight to look at the marking on the pinion
