I would like to add, instead of the gator clips, I had an extra set of RCA's that were damaged in the middle of the run, so I cut 8" from the RCA end and soldered gator clips to the ends of the RCA "pigtial" and clip those to a junction strip where I can then either slip the DMM's testers under the adjoining set screw, or directly to the gator clips. A lot less chance of slipping and connecting the +/- on the RCA out of the HU.

is it normal for only the sub output on a deck to be rated power? i get 4.1V from the sub rca and 0.7 on front and rear rca.

What source material are you playing (test tones, music)?

What are the Sub Level settings?

Bass Boost?

Other boost or EQ settings?

zero and level on all EQ settings. source material is a frequency generator from my phone. i only listen to pandora through the phone so using this as the tuning medium seemed logical.

various frequencies played as well as music. peak voltage on front and rear outputs was 0.7 and peak on sub was 4.1V

So you still have limited output with a straight 1kHz test tone only (all settings flat)?

I doubt this will help at all, but how about some 'shot in the dark' questions:

Do you have continuity between the RCA outside conductors between all your RCA outputs on the HU?

I had a "sound leveling" feature on my iPhone turned on which was messing with my outputs. Have you check for something like that?

Otherwise all I can come up with is an internal HU issue...
