It runs instead of the explorer.exe so you can customize it a lot more thoroughly. I stumbled across it trying to find the KDE desktop environment from Linux to run on top of windows, but they don't have one yet, but I was pointed in the directon of bb4win, my install is very basic, but others have done some crazy stuff with theirs.
