Mine does that EVERY time it gets dirty, probably once a year. A slipping belt wont cause your idle to change. It might squeal a little but thats about it. You can put some brake cleaner or something on the rag to help it out a little... when mine gets dirty, my idle is all over the place so im pretty sure thats what is doing it.
