If you're trying to do 400 rms and are cabable of doing it 2 ohms then your gain should be set at 40v on the DMM... square root of 400=20, 20x2=40You're problem may be the sub amp config. I may have missed what your sub is. 15" Fi SSD with copper coils D1 VC Alpine MRp-450 @ 2OHM (so yes im running 2 ohm...) 400RMS @ 2 OHM I have my sub wired up right and everything, I actually played the sub on a 50hz tone @ 40v and it sounded clean as hell I believe.

I thought the equation was 400RMS x 2 (since its 2oHM) = 800 then the square root of 800 is 28.28 if i'm doing it wrong than that would make total sense... because @ 40v this subwoofer friggin slaps.

I have no oppositve polatiry all positives and negatives are how they should be and all my wiring the amp is fine... I don't know what it could be guys... I bet a lot of people running this subwoofer on 400RMS are doing what I did and set the gain really high with bass boost.. Now I'm not going to do that but I fail to see how anyone could be getting full excursion on 400RMS with the same voltage im running.
