the more xmax a driver has, the more air is moved which is needed for low end bass, right?

so can i compare drivers xmax to decide its deep bass potential?

nope, doesn't work that way. Its a combination of things. Fs is very important, the lower it is the lower the sub can play and still work to its potential. Box design is another big one, very important, you arn't gonna play 25hz in a pre-fab tuned to 60hz. Also pay attention to cone area one 8 isn't gonna hit the lows like one 15 will, or 8 12s. xmax is only how much the coil can move AND STAY LINEAR, it can go outside the gap and get more excursion but it wont be as linear, but you probably wouldn't hear a difference.
