How to make a pic larger and clear?

Any one know of a program, or a way to make a picture larger and keep it clear?

I have a pic that i emailed to myself from my phone, but when i try to make it larger it's just blurry.

Here is the pic:

there is only so big that you can go before it turns completely to shit especially if its from a cell phone

and i want the other :3 seconds missing from your avatar to be there lol

If you can, change the camera settings on your phone to take higher quality pictures, then re-take the pic and send it to your email.

no program in the world can guess what pixels aren't there when blowing a picture up.

you need a better picture to start with

Enlarging that picture would make it look like hell. The only image format I know of that doesn't distort upon resizing is vector graphics.

I didn't think there was really a way to do it, just wanted to check. Saw a guy with a dead giraffe in the bed of his truck the other day and wanted to be able to post it up on here.
