Whatever that won't take off, you could try grinding off, or cutting out and replacing, depending on structural integrity. Quote Too many projects, too little time... From the look of that photo the shell look very solid, i would look on the other side of the panel and see if the rust went throught it. Usually the best way to fix rust, to cut and weld a new sheeting metal. The back trunk would be better off finding another one that doesn't have rust.
