  2. Q is different from manufacturer to manufacturer but 90% of the time a higher Q means a wider boost(I have seen it reversed a few times). A Q of 1 is 99% of the time a boost or cut over 1 octave, a Q of 2 being 2 octaves and so on. At least that is how it is in the recording world Im a full time audio engineer.

This was my old live sound setup. 2 cabs with two 18s a piece and then 2 cabs with a single 15 and a tweeter. we used a cheaper Behringer crossover that worked ok but i linked to one that has time alignment and Auto EQ both things I really wish we would have had. I ran this setup for 2-3 years and did 2 shows a month in front of 400-600 kids it kept up amazingly well, easily overpowered the bands and maintained great SQ. However we only occasionally played bass heavy music but I would be confident this would work VERY WELL for 300-500 people playing rap/dubstep.   4. qsc is great on a budget. used to run 3 of the 1450s when I did live sound. as for speakers I built my own pair of 2x18 cabs with the eminence sigma pro 18s. We crossed those over at around 50-60 hz and MAN did they pound!
  5. good budget option would be the miniDSP http://www.minidsp.com/ 5 Band Parametric Eq 4 way crossover full time alignment and nice computer interfaces you can either buy 2 of their 2x4 interfaces for around 220$ or buy one of there 2x8 for $300
