I have what looks like a lvl 4 18 but it ohms to 3.4 on each coil. Is it a lvl 3?

May seem like a stupid question, but did you touch the multimeter leads together and see what it showed before you checked the sub? My buddy had a similar issue, thought he had a blown SA15, ordered a recone, read the same... checked the leads and found out his cheap DMM was just off.

When I touch them together it reads 1.5??

Well there's your problem, that means that your sub is actually reading 1.9. So you are fine XD

well theres your problem, your dmm is really off, take whatever reading you get and subtract that 1.5
