Having a valve doesnt eliminate wall flex.

If thats the case a ported box wouldn't flex at all, and they do when not properly built.

I would be curious to see the actual inside, because if the air chamber is completely separate and sealed from the subwoofer chamber but the gauge is moving it means just that.. Flex, which is causing one chamber to increase and decrease in size just enough to make that needle move and that is being done on some what low volume/power it seems.

You are correct, but I believe you're (respectfully) missing the point.  The gauge is just to check how much flex there is in the sealed portion between the inner and outer box.  If he was confident that there was no flex, he probably wouldnt have installed the gauge.  He built an idea, and then use measurement equipment to give some feedback on how well the system was executed.  Now, he could go back to the idea, make iterative changes, and it can be better next time around.

This guy is thinking outside the box, and came up with a smart way to help reduce inner wall flex with relatively thinner materials.

Is there flex? Yes.

Is it heavy? Yes.

Does it work well enough for him? Yes.

Is it neat, interesting, and innovative? Yes.
