Right tweeter sounds harsh, left sounds great? Help me figure it out!

Usually Fosgate comes with a little sheet you fill out for warranty purpose, I think it's a year warranty? I'm not exactly sure, but if you have any paper work that came with the package, check that.

What do you mean way off axis? And a while ago when i was messing with them some more i got in the pass and i didnt notice it as much... Ehat could that mean?

Sounds like a basic install problem. You need time alignment or if you dont have that option then either turn the gain down on the right side or balance left until they sound even.

My right side is set -3db and it gives a good match putting sound in center of my truck.
