Find someone to tune it right and if it still continues then it could be the box, or bad sub. Nothing really more then that. Also playing dirty songs can do it. Where you located? Just take them out of the box, turn your gain and bass boost all the way up, and free air them on full tilt. Make sure your head unit is turned all the way up though, or it wont work.. Maybe you can post up your location, and see if anyone close by is willing to tune your setup. You also mentioned that your subs are in a prefab box. I'd make sure that the Subsonic Filter isn't set too low either. Prefabs tend to be tuned higher.
