Because some caps help, not all caps are bad. Edit for more details: was going to just leave it at that but I couldn't. Ok yes there are junk caps out there that don't do any good. But there are good ones as well. Best thing you can do is get a DMM and do actual tests on your vehicle to see where your voltage is with and without it. I'm not going to get into the argument of good cap/bad cap there are a ton of threads on the subject already.
