Unless maybe when u rev something big electrical is turning on and pulling more power causing it to drop lower?

Edit: Like compressor not workign then revving up makes compressor clutch catch and drag it down? idk just shooting out stuff

I put a new belt on, the belt only runs the alternator and water pump. Its a small vehicle, no AC or PS, very straight forward. I measure the voltage on the battery terminals and from alternator B+ to batt neg and chassis and the reading is the same, checked all grounds as well.

sounds like the voltage regulator is shot, might need a new alternator

Voltage Regulator
  • Nearly every automobile alternator-generator unit is coupled with a voltage regulator, which determines the actual output of the alternator. The voltage regulator detects the charge level of the battery and can decrease the voltage output of the alternator once the battery is nearing full capacity. As a result, the voltage output from the alternator, as it produces electricity for the vehicle's battery, may drop once it has reached higher RPMs if the electrical load requirement is low.
