If its not moving how is it stressed.

I bet a lot of folk's enclosures aren't tuned quite to what they think they are.

At the tuning frequency pretty much all the output is coming from the port and almost none is coming from the cone. You cone is still going to move some, but it will be significantly less that it moves above and particularly below tuning. If I remember correctly at tuning is also when pressures are at their greatest extremes inside the box. While this should put a lot of load on your cone, it should not put much load on the spider and surround.
