If just for looks, some lowering springs would do the trick

http://www.proimporttuners.com/parts/2006-scion/tc-tein-h-tech-springs.html

1.9" in the front and 1.5" in the rear which I'd pick for the extra weight in the back.

Almost got a set of Teins for my Camry in Februrary but decided to save up for coils and do them when my struts go out and also gonna have some of my Camry buddies help pick the perfect setup for me

The wheels on those TCs are not to bad IMO and I think them plastidipped would give it a sweet look. This TC is on TRD Lowering Springs which is 0.5" in the front and 1.5" in the rear if I'm not mistaken so with the Tiens the front would be lower.

For a front lip personally I would do something clean and simple like so and I'm not much of a fan of sideskirts because mostly alot of the ones I see are really flashy and overdone. I like the look of a front lip with the clean lines that came from the factory
