just taking the manufacture lights and adding helo bulbs and adding tint to them? I'm wondering if I can build this stuff myself.. could I? Where do I start?

No. They are buying them from a factory in Chiwainalaysa and reselling them. It's a completely different aftermarket light.

Only one that can answer that is you. Depends on your skill level, money, access to materials, and time.

Where do I start?

Grab a junk pair and start cutting, measuring, and modifying like anything else.

Static drops are my bag.
