Obtaining a steamer and putting a litte elbow grease into scrubbing it will be significantly easier than going through the process of de-greasing, scuffing, prepping, priming, smoothing, painting, clearing, cutting and buffing.

If you are going that route it is going to be worth your time and effort to prep it properly and not half-ass it or the peeling paint will look WAY worse than the couple stains he currently has.
