This means that it will achieve its rated output as long as the voltage is within the range of 11-14-4V These amps have special circuitory to adjust the current-draw if the voltage falls or peaks. So their power is pretty much constant. It is 'unregulated' amps that are usually underrated, since they produce more power when the voltage goes up. Examples of amps that are usually underrated: Rocford Fosgate, MTX, Kicker, US Amps.
