I wish i knew I think its when its considered a business transaction or for goods. try marking it as a gift and see what happens. It all depends on how the other person pays. If they are playing by credit card or debit card instead of instant transfer or e check you get charged. Just start telling every to add funds from a bank account first and then send the money to you or tell them to pay by e-check it takes 4-6 days to clear though

ive had money in paypal and it still charged when i transferred money to another member

if its from a bank account (instant transfer) no charge.. if its from a cc (because of proccessing fee) charge....
