Subwoofer Question?

I just built a new enclosure for my subs... They play fine but when I play tracks with really low notes one sub moves alot and the other one kinda just stays still... I guess is uneven pressure inside the box or something. I want to know if it will cause damage and is there any thing i can do to correct it...

might be out of phase

will it help by adjusting the phase control on the amp... or is it a design flaw with the enclosure?
