It can have alot of affects on people around you not just the person or persons you want to use it on, if its windy or inside somewhere. When I was in high school there were "riots" going on every week and security would shoot paint balls filled with pepper spray into the crowd and everyone would run away bitching about how it burns. Burns your eyes the second you open them, feels like it takes your breath away. I have had both oil base and water base sprays. DO NOT repeat DO NOT fuck with the oil base (oil base does not wash away). I have seen many a pissed off inmate get sprayed and just keep on fighting. So you spray the wrong person and you may just piss them off even more. Not to mention if you happen to get sprayed yourself, blinded, gasping for air, coughing, snot running out of your nose, and the person who you meant to spray just kicks your ass.
