As far as the cops bothering you, it's mostly the fact that all vehicles are required to have reflectors, so by painting your tail lights, you take away the reflector portion. Surprisingly though, I haven't been hit for it either, but a good way to avoid that issue, is to drive with your lights on lol. (then again every state differs, but I believe this to be most common, along with the ft distance at night and day).

Well I picked up some rustoleum Lens tint paint and it worked great.

You can kind of see that without lights on, you can see some reflector still. If hit at the right angle You can see it better. This is in my parking garage at work, so no real light on it. Any way, I'll probably strip them down in a week or so and try the rusto. I'll do one tail light and take pics. People can see the difference then. :)
