Most of the time when subs blow due to being underpowered is because people try to compensate by setting the gain too high and clipping the hell out of the signal. There is no such thing as underpowering, end of discussion. (You can kill subs with wattage below thier RMS rating, but that is because: A:The subs are waay overrated. B:It get's a clipped(or "dirty" as you call it) power. C:There is no C. D:What do you think that happens if u put it at half the volume?(or do you keep it at full blast all the time? ) Back ontopic: The fifteens will be louder in a perfect box then 12's in a perfect box. But i would go with the 2 12's because it's easier to mess around with box designs and you have enough room to make a pretty amp rack and still be able to put a batt or 2 in the back.
