Pretty much you purchase the security card. activate it and if you dont have the code thats on the card you can't access the account. I deal online alot and sometimes have a lot of money sitting in paypal waiting for transactions to finish. This is a big relieve for me. Really limits the ability of someone to hack your paypal. Its the same type of system that world of warcraft uses and I think steam does it as well.
