People make 37mm fireworks all the time with no ATF reprocussions. I just want to be able to add a priming charge on one end instead of lighting it with a fuse, and instead of beautiful colors, I want smoke after the launch. At my work, and you know what that is, we have a catalog that we can order all kinds of ammunition out of such as the bean bag rounds, rounds loaded with balsa wood pellets, OC capsules, etc. But due to the costs of them, only few officers can afford them for our guns.
