Yes thats the IAC. need like an S-shaped screwdriver of a ratchet w/ a philips bit should do it. Maybe penetrating lube it up? or if you can get a smaller tapered flat head in there you could get more torque on it. My only guess is that on some cars they want you to replace that part of the fuel line when you do the filter, maybe its not on your exact car but one like it that takes the same filter as yours. That is the replacement line that has built in "quick connect/disconnects" in the ends (lil white pieces kinda poking out) You will need some "a/c line/fuel line" disconnect tools to get it apart unless you can dig in there w/ a pair of needle nose pliers, but honestly the tools for the job is much easier.
