yes with it off will give you your battery voltage and will let you know if your battery is holding a good charge and then when you check it while running it will tell you what voltage you alternator is recharging your battery at

if the battery and alternator check out fine you can always re grease the window track and clean the connections on the window motor i have seen them get corroded and cause a bunch of electrical resistance.

Most cars will do this.

My explorer did it too with a brand new alt and battery.

When you check the voltage with it running turn lights, heater on so it has a load on it and see what it reads.

Only time that my lights dimmed is when my alternator was about gone or I had a bad connection on the alt it self. Check all connections or take your car to a part shop. Ones by me do a free alt test. And thats with it on the car....
