Kind of a tough question to answer since it's so general,

but how would 2 'lesser' 15s/18s compare to 1 'greater' 15 or 18 assuming each is in it's proper box, and running the same amount of cumulative power?

I know the greater cone area should be louder - but how much louder? I'm trying to get a feel about whether or not it is worth having a box that is pretty much twice as large.

i personally feel like if the subs arent that less in quality, cone area will win.

I will soon be finding out, right now I have one XL 18 running off a RF T2500BDCP @ 2ohm but I just received my second XL 18" and will be running the Same amp, only difference is I'm dropping my ohm load from 2 to 1

There is not a definite answer to this question.

I had a customer go from 2 havoc 15's to a single Mayhem 15 using the same amp at the same load and gained over 1 dB.

I have also had someone go from 1 havoc 18 to a pair of Chaos 15's and have a nice gain on the same power.

It can go both ways.

Generally more cone area will be louder...however it all depends on the vehicle/power.

I know people that get stupid loud with 1 10, and I know people that get loud with 12 15's lol just all depends on the situation and how you define "loud" meter, or to the ear.
