It is not nearly as strong as glue and if you make your cuts straight there is no need for the bead of silicone people like to slap on around all the seams. Just use glue and leave the silicone on the shelf. And as far as using dowels goes, if you make all your cuts accurate and use glue and clamps there isn't even a need for the dowels.
