Rooted my Evo Shift . . .

What does rooted mean? What does it do?

And overclocked?

Rooted is the equivalent of being jailbroken... rooting is for Android

What doesnt it do? :D When I had my DINC, literally nothing was stock hahah

Overclocking allows the processor to fun faster than how the factory set it. It can drain the battery faster, but there are different profiles. It has been like a year since I had by Droid, so I couldnt tell ya what the profiles are

Rooting more or less gives you Administrator access to your phone, and overclocking means speeding up the phones brain so it can run faster.

Rooted is the same thing as jailbreaking an iPhone. Pretty much unlocking it to do whatever you want to do with it.

Overclocking just means to speed up the processor for faster response and less screen lag.

It was rooted because of issues I was having with the touchscreen that seemed to be software related. Its also overclocked now to 1.2 ghz.

I'm looking for Google play, but I think I have that covered. I'm looking for aps to do stuff you wouldnt normally be able to on a non-rooted phone.

the google play app is in the gapps .zip . you have to reboot into recovery and flash the zip once you've downloaded it.

the best apps to mess with after you have rooted are Tasker, Set Cpu, Rom Manager, Titanium backup, and a good wireless tether app. And the best way to take advantage of you newly rooted phone is to flash a new rom onto it. Before you do though make sure you read up on the how to's. And please don't forget to make a backup! There are a bunch of different forums that will help you out I started with XDA. Good luck and happy modding!

Rom Manager is pretty pointless on any phone that has a locked bootloader, no clue about the Shift, but just throwing that out there. Set CPU is also pretty pointless since now-a-days as long as you can flash a custom kernel you can just edit the kernel within the ROM options (At least for AOKP), and I know there are apps that kernel dev's make to make edits easily with a GUI instead of using a Terminal app. And Titanium Backup is completely garbage, does more harm than it does good. I'd prefer to make an app pack myself and flash it after I flash the new ROM.

Also XDA isn't really all that noob friendly for beginners, it is more of a developer site. RootzWiki is a little more noob friendly, but the best when starting out is to find a forum specifically for the phone you are going to be modding, there you will find the most help.

Bootloader is unlocked, I've already flashed a custom rom to it and its pretty stable and snappy (new Supreme Sense ROM).

The rom had all the CPU profiles, but it doesnt come with google play, but it strips all the branded apps out except the ones that are needed for Sense and options. It also adds some sweet sound apps (like the beats headphone app and the xsony app) and a new DSP manager. I really wish it came with a terminal client, right now I'm fighting with a2sd. Right now when I try to install an apk the damn thing just reboots itself (and doesnt install the app)

Just download and install terminal emulator. And play store should be in the gapps.zip that should be in the ROM's thread somewhere.
