Before you buy a better shielded RCA, you can try to wrapping the RCA with aluminium foil first (Stoneagetrick).

Has nothing to do with the hissing noise made from the amp when the engine is off.

this also happens to me, but only when i have my ipod or phone with a jack plugged in and while im charging them.. dont know if that helped at all but yeah lol

Using a Pioneer deck?

Nah - Alpine 9815 deck and Alpine ERA-G320 EQ. The noise comes from my highs only which are being pushed by a RF p400.4

Try another amp in it's place and see if the noise has disappeared cause there is a chance your amp may have an internal problem needing repair.

This is something that Have not thought of. Will give it a shot.
