That piece of metal is just as thick as what the UniBody is made out of. Its just the same as grounding to the strut tower. It is merely a connection between two pieces of metal. The best you could hope for from a weld is to provide minimal resistance. Probably too many, and each one provides some sort of resistance. Car manufacturers put these things together the cheapest way possible. There is no way that relying on all of those spot welds is as good as a direct connection to the frame.
