You know that every decal adds some deebeez right? If I remember clearly, I think small decals add .1db and the big decals add .5db...someone correct me if I might be wrong....

if the decal is anythign big id use a clay bar over the area to avoid little dirt bumps washing wont get off

That may be a good idea. I guess, for the one on the fender, ill do that.

Clay bar, then, nice and dry, and just go for it. Just see what happens. And replace it when ever i need/want.
