What are you wired to? What's the voltage your running, 12, 14, 16, 18, What's your battery situation, lithium, agm, acid? What's the vehicle? Need way more info, post all specs. Could be a box issue.  With out any info it's a shot in the dark.

Voltage 14.8 lithium xs power cells

2000 gmc jimmy no wall box

amp wired to 1ohm did test burb and box rise 3.3ohm

Could always wire down to .25 seems with impedance rise you would see closer to 1 ohm.

Don't blame you on that. The other thing is you can try to build a different box that has less impedance rise, so the subs see more power.

Different box is much needed in my opinion probably something that will be more efficient, something different than what you currently have, but it's really hard to say since you listed no specs except for the alts/subs/amp that you have. So really  everything is just a guessing game on our part since we don't know the vehicle, wiring, batteries, specs of your box in terms of the size, port, orientation, etc.
