well if you think about when the storyline took place, it COULD be befor 2 fast 2 furious, or a year or 2 after it.. story wise.. but me personally i think it takes place between 1 and 2, because it would make sense as to why he was on the run in the 2nd one

its gotta be after the second one because brian wasnt apart of the FBI in the second one where as he is now in the 4th one. and i think the timeline of tokyo drift and FAF 4 are at the same time because at the beginning he tells han to leave and han says "theres some shit goin on in tokyo" so he goes there meets up with all those people and then dies. as on this side of the planet dom is trying to figure out who killed letty and figures it out, kills some people, then gets thrown in jail and then they bust him out and im guessing he runs to tokyo to meet up with han (then finds out hans dead) and thats why you see him at the end of tokyo drift.

if you watched garage 419's review like a week ago it covered all of these points. It was meant to come after the second FF, and they are already working on the 5th FF.
