Paypal may or may not actually do anything to help. 1/10 times they will if your lucky. Your bank that you sent the money through to get it to your paypal account is not responsible because the money got to paypal so it did it's job. If ups shows it was delivered your SOL with paypal period. Very rarely can you ever get your money back from a paypal dispute. And it is time sensitive. Moral of story. Make direct CC or Debit card transactions if at all possible. I did non-fraud claims for Bank of America for 2years and paypal charges were numerous but non disputable due to the fact that they are cash transfers not direct purchases. That doesn't seem to be the case here. Seems like dude sent it a few days ago. Late yes, if it started weeks ago but did send a package regardless of it's contents. If you didn't get your belts/buckles check the neighbors waists, but please don't try to ruin someones rep until you get all the facts. If you want to be covered Pay using a credit card and file a chargeback with the card company. Its probably the safest way to deal.
