that is basically where the heat will build due to the voice coil being under it. subs will get warm but if they get hot and smelly you are probably clipping and that is bad.

make the guy put them on a good charger then see what happens.... if they are still dumping walk away

car audio power supplies are not cheap. I would look at partsexpress.com for a rack mount "p.a." amp first. here is a power supply that would probably work but its not much on the amperage side power supply here are the pro audio amps they have priced lowest to highest pro amps

first, one toic is sufficient. second dont put two different size subs in one enclosure. the required airspace tuning and crossover frequencies are different.
