if you have a body shop near you they might have a decal remover i'm not for sure what it is called though and they might clean it off for a couple bucks the funny thing is though is all it is is a big earser on a wheel

Look around online or in stores for a product called ZEP Orange gel degreaser. It works wonders, on glue, duct tape, grease, just about anything stickey.

Aircraft stripper will strip anything down to the metal. We used it to remover vinyl decals. Keep in mind you will have bare metal afterwards.
