Have you ever used a plastic adhesion promoter for those panels? It's expensive, but I use it before primer on all my plastic panels.

Just steps 1-2 change somewhat different grit paper and what to wipe the material down with before primer. But all the steps after hold true, the inside of my wall for example was done in those steps and it is resined wood.

Back before I did a lot of this stuff and before I learned about polyester activated primer filler, I did same as you. But doing steps 1-3 eliminate the need for it.

Update 8/29/12

Just did a little finishing touches to the rear doors today, installed the pocket black carpet to finish them.
