2000 explorer charges at 13.8???

Okay so my girlfriend's explorer, stock electrical 2000 explorer with a 130 amp alt only charges at 13.8. I had the alternator tested and its fine, I tried another battery as well with no difference. I've done the big 3 with 1/0 and left all stock wiring as well. Even with a different alt it charges low. Any reason for this? 13.8 just seems awfully low to me especially with everything in proper order.

I believe its just regulated at 13.8. But what I'm wondering is why regulate it so low?

I have a 97 explorer and I charge at 14.8 with a stock alt. Granted i have the 4.0l ohv engine and hers is the 4.0 sohc motor.

My alt for my 99 Caddy Seville is stock 140amp and it charges at 13.8-14.1, depends on the weather and stuff. It is rebuilt I believe since it went back back in 2009, with that one I would hit the gas and it would go up to 14.4 this one basically just stays around 13.8+. I believe lower than 13.5 is when you should be concerned?
