I know its asking a lot, but there has to be somthing out there than can come close to what hes looking for. Not so much a thread fail. But my suggestion is an obsidian 15 off of an AP 1500.1D or a similar inexpensive amp. Build a box to spec and make sure it's quality. A nice box can make up for cheaper equipment. My last setup was 2 12" kicker cvrs I found on Craigslist, an ap 1500.1d off amazon and $30 in mdf. Built a box for my trunk and had an 8" aero firing into the cabin. They get stupid loud on low power and move air quite well... You just have to be extremely careful with setting amps and shit... That Sa15 in a Tline would sound good... but the more I thought about it the more I think you should try to persuade your buddy to open up and Try to run AT least 2 15's on 1500-2000 Rms... Or they just go balls deep and keep spending money until they are happy with the system. suggesting a blowthrough for a single 600w sub is a bonehead move. You should know better.
