It could be a few things

Your gain is too high, so down low it just seems louder

You h/u has a anti destoration so at set volume the base drops off (fitted to most factory h/u)

Voltage/power issues

Your highs are overpowering your subs, and your amps arnt set right

When you have the head unit's "loudness" setting on it boosts low frequencies output at low volume but as you turn it up it tapers the boosting.
