If you could fit an 18 PROPERLY with the recommended airspace, port area, and tuning.. id go for more cone area. However, if the 18 is in an undersized box, being choked on port area.. the 15 would most likely be louder. I'm wondering in optimally sized boxes, how much more extra output the 18 is able to put out over the 15. For me, both subs will be undersized. Think 16'' cube for the 15'' and 19'' cube for the 18''. I know it is not optimal, but size is pretty important. I'll try to mitigate as many problems as I can by throwing power and using EQ. This is for home use BTW, not for a car. I'd love to use an 18'' Zv4, especially when it is only like $20 more than the 15. If I could easily live with the size, then the 18'' is a no brainer. If you are planning on running either sub in an undersized box you will probably be dissapointed. If you can't fit a 15 properly then I would just go for a 12. It is one of those things that you are spending more money for a sub that is built capable to reach a higher output, but if you don't supply it with what it needs to reach that output then you are just wasting your money and potentially harming your equipment. Do some reading. Do a lot of measuring. See what you can practically fit, and go from there. Also if by EQ you mean boosting the lower frequencies. You need to be very careful. It is very easy to introduce clipping, and you can easily fry your woofers. Also like stated above, this site has a clear rule about vs. threads.
