One reason this needs XP is because RR needs NET Framework 2.0, (and I forget, possibly version 3.0) Those (I believe) won't install on Win98, or even WinXP service pack 1. There's ways to "shrink" this XP like using "TinyXP" but to me not worth the hassle. It creates more problems than it's worth. Heck, WinXP has enough crap problems as it is.
