Yeah this has to be the most fucked up law passed in a long time. They voted last week and it was passed to impound cars for stereo violations, on the first offense none the less! I just dont see how its possible for them to impound a car for a non moving violation. Race has been brought up over and over with this, so I dont know if towing the cars is just an excuse to search them or what.
